Office of Developmental Programs (ODP) – Pennsylvania
Our Nursing Services are designed to support individuals with intellectual disability and/or autism (ID/A) in maintaining optimal health, safety, and independence. Services are provided in accordance with Pennsylvania ODP regulations, the PA Nurse Practice Act, and each individual’s approved Individual Support Plan (ISP).
Nursing Services Include
Health Assessments
- Comprehensive and ongoing health assessments
- Review of diagnoses, medical history, and health risks
- Identification of nursing needs for ISP development
Medication Management & Oversight
- Review and monitoring of medication orders
- Development and oversight of medication administration plans
- Monitoring for side effects and adverse reactions
- Coordination with physicians, pharmacies, and Supports Coordinators
- Compliance with ODP medication administration requirements
Delegation, Training & Supervision
- Training Direct Support Professionals (DSPs) in medication administration
- Delegation of permitted health-related tasks per ODP and PA Nurse Practice Act
- Staff competency evaluations and ongoing supervision
Chronic Condition Monitoring
- Monitoring conditions such as diabetes, seizure disorders, respiratory issues, and hypertension
- Tracking vital signs, blood glucose, and other physician-ordered health indicators
- Early identification of changes in health status
Skilled Nursing Interventions (When authorized)
- Wound care
- Gastrostomy (G-tube) care and feedings
- Tracheostomy care
- Catheter care
- Injectable medications
- Ostomy care
All skilled nursing services require physician orders and ISP authorization.
Emergency Planning & Health Risk Management
- Development of health-related emergency plans
- Staff training on emergency response procedures
- Participation in critical incident reviews
- Post-hospitalization follow-up and care coordination
Nursing Role in the ISP
Our nurses actively participate in the ISP process by:
- Collaborating with the individual, family/guardian, and ISP team
- Recommending health-related support and safeguards
- Monitoring outcomes and updating nursing plans as needed
Services Not Included
- Medical diagnosis or prescribing of medications
- Services not authorized in the ISP
- Replacement of primary medical providers
- 24-hour bedside nursing unless specifically approved
Funding & Authorization
Nursing services are provided under PA ODP Waivers (Consolidated, Community Living, and P/FDS) and are authorized based on medical necessity and individual need.
